Probably because the Akatsuki were pretty much the main antagonists for 80% of the manga, the other groups are mostly just single arc antagonists and most of the time not even the primary ones at that.
They are a very good group, although they don't have many interactions other than the duos.
Espadas I think are "cooler" but not better.
Warlords are not as much cohesive as they are each for themselves, although I believe Kishi shat very badly on Pain's motivation being reverted by Naruto, and Itachi's betrayal was a bit nonsensical.
Other than that they are great.
The biggest problem with the Warlords and Kizuki is that there's basically no group dynamic between them. The Warlords are just 7 strong pirates with no connection to each other. They basically never interact with each other. So even if all the Warlords are great characters, it's hard to say they're one of the best anime villain groups when there's basically no group dynamic
And even if that wasn't an issue for the Warlords, I'd still have the Akatsuki >> them tbh. Even someof the less interesting Akatsuki members (like Hidan) are more interesting characters than most of the Warlords. Hidan is a better character than Moria, Hancock, Weevil, and Mihawk

Espadas SUCK, they were a huge disappointment and never lived up to their expectations .
Kishimoto shined where kubo lacked which was exactly character development, kubo had this recurring flaw where he would create lots of characters every arc, never develop and then, when the time for their deaths or disappearance came, you didn't even care lol.
Lack of communication between warlords is one of the worst points tbh.
Kaido and big mom relation turned yonkos much more interesting, it would be nice to have little chats between warlords.

ESPADAS LOOK COOL and ARE COOL.
Not good characters for the most part though, but some of the best fights ever.
The King Espada and the scientist are peak.

My biggest resentment with them is that i followed the manga weekly during their arc and i felt betrayed by kubo when they did NOTHING despite getting hyped so much.

Keep in mind that this arc was right after soul society so kubo was at his all time high with huge expectations for him, the disappointments and low expectations only came AFTER the fiasco of hueco mundo, fake karakura and fullbringers.
