Why Kid-Killer-Hawkins alliance targeted 4 billion Shanks instead of 2.2 billion BB?

If you are going to attack a Yonko, and if also you need to make an alliance for it (which means you are not going to play fair and square), then you need to choose the weakest Yonko as you are willing to work with other pirate groups to accomplish your goal, that would be the safest bet.

So the question is, why Kid-Killer-Hawkins alliance wanted to attack Shanks (4 billion bounty), instead of BB, who at the time only had 2.2 billion bounty.

Perhaps right now its a toss-up between Shanks and BB, as BB got 3.99 billion bounty now, so choosing Shanks or BB wouldn't make any difference right now.

But this was before BB got his second Yonko bounty, so BB had only 2.2 billion yet, that alliance wanted to go after 4 billion bounty Yonko, instead of going after 2.2 billion Yonko.

What could be the reason?

Killer knew who was the strongest pirate is,

So perhaps Killer also knew BB > Shanks? Even though BB had lower bounty.

Option A: They thought Kaido > BB / Big Mom > Shanks.

Option B: Kid's magnetism ability is a good counter vs. Shanks's sword, they probably didn't think BB > Shanks, but they relied on that.

Option C: Kid wanted revenge for his arm so bad that they wanted to go after Shanks instead of BB.

Law suggested an alliance with Luffy to take down Kaido. I don't think there is a deeper meaning behind it. As Law and Luffy targeted Kaido and Luffy had to invade Big Mom's territory in a side-arc due to Sanji, Oda assigned Shanks to Kidd. Why not Blackbeard? Probably because Shanks was more established as one of the OG Yonko. When Law targeted Kaido, Kidd understood that they "too want to take down a Yonko", but he didn't ask "why not Shanks, since he is the weakest?"

And especially Kid as a conqueror wouldn't be cowardly enough to just go for the weakest - after all he also went for Big Mom and Kaido. There was probably more to gain from successfully dethroning Shanks (while still keeping in mind that Big Mom and Kaido were already assigned to the alliance of Law and Luffy, hence Kidd received the only remaining OG Yonko).

Kidd probably wanted to terminate his loose ends with Shanks.
Since Kidd Pirates were the strongest asset of that Alliance, and they were also the initiators that were hosting the others, it was Kidd & Killer right to decide the target, explaining their plan and moves.

All Hawkins (and Apoo) had to do was listen and see if it was a good plan.
Since they accepted (at least Hawkins did it genuinely) it was actually a good plan.

Law explained why they go after Kaido, because he knew Doflamingo a.k.a Joker, was providing Smile DF for Kaido, and they could minimize Kaido's crew by stopping Joker from providing Smile DF for him since Law knew that info and the other pirates did not.

We also know Law had a personal vendetta for Doflamingo, which is why he wanted to drag Luffy into fighting with Kaido, so he could make an excuse for destroying Doflamingo by using his alliance with Luffy. We see that destroying Doflamingo was the real goal for Law, Kaido was just the excuse for getting help from Luffy.

Kid is aware of what is needed to gain advantage in the battle over the One Piece

It could explain why he said taking the road poneglyph from Big Mom's sweet commander was something he was meant to take

And he knows finding clues about the one with the "burn scar" helps in that task

At that time, Blackbeard was a new yonko, so didn't have any road poneglyph, so he was behind in the race

It's possible that Kid suspected Shanks had one, until later turning into a personal conflict between both of them

BB's new bounty should have been his first from the beginning.
However, I agree with Bogard, Kidd is one of the four candidates among the worst generation serious about find the One Piece and becoming Pirate King. Looking for the poneglyph is the best way to achieve that goal. He already made a copy from Big Mom. Kidd doesn't know about Zou and Kaido was too dangerous to fight on his own, so that left Shanks as the next best option. Kidd has connections in the underworld like we saw back in Punk Hazard, so he likely discovered info that Shanks has a poneglyph in his possession or something related with the Burned Man. Attacking Blackbeard would not have accomplished anything in Kidd's eyes and of course it got personal when he lost his arm to Shanks.

1. Something personal for Kidd and Killer.

OR

2. Perhaps a 4b Shanks is more attractive than a 2.2b new Yonko BB. If you're competing in a sport or something, you'd rather fight a legend than a more successful newcomer like you. They probably avoided Kaido and Linlin because they know they are most of the time turtling in their fortress.

OR

3. Oda is protecting Kidd lol. If Kidd Pirates and RHP clash, chances are Kidd Pirates are gonna be negged but survived. On the other hand, going for BB and defeat means death, especially to Kidd since he has a DF.
