Imo, marco's bounty is about 2b. He was the right hand of wb and ruled the seas "after him". Just that fact gives him more hype than katakuri, king and beckmann.
(Yeah beckmann has personal hype too, just saying that hypewise wb's first > shanks first)
So his bounty was given to him, when wb was alive.
Blackbeard defeated marco and snatched wb's territories. So blackbeard~ 2.2b and marco~ 2b is justified.

The reason is, bm and kaido are at their peak. For at least a few years. So they stagnated. While the same does not apply to shanks.
Why do they (kaido and bm) have a bigger bounty than shanks?
Considering the duration of them being a yonko and their characters, kaido is a bigger threat than shanks, simply because he and his men are warmongers, while shanks is easygoing.
Add to that that shanks crew is individually stronger but numberwise inferior, kaido and bm have more people serving under then than shanks.
Yonko = organisation,
because of people under you, allies, network, spies, connections, size of your territories etc.
So right now, as an organisation, kaido,bm > shanks.
So their bounty is higher.
But not their power. Because shanks is imo the same as roger (and dragon the same as garp). So when luffy said he and his crew will surprass shanks and his crew, it meant that luffy will surprass roger.
Which he has to do, because the one who shall find the one piece, will not become roger 2.0 but the one who SURPRASSES roger, because he has to do something which roger could not do.
Which also should make sense, because shanks has been steadily hyped SINCE THE BEGINNING of op.
Well yeah, that is just my opinion.
And nope, I don't favor him or so. Just my thoughts based on the information we have and the flow of the story.

First of underlings bounties aren't statement of their strength since WG can't scale them properly
Even so, Oda still knows how to differenciate between those who are skilled and those who are just dangerous or have a bounty coz they are X or did some silly X feat.
Yonko, SNs Captains. And etc... Can be used as PL statements
Yonko Commanders bounties can be used against Luffy when thy haven't surpassed YC...thats over since WCI, if Marco was superior than Base Luffy pré fs. Marco wouldn't lose low low diff to Pre Yonko Teach.
I'm not even gonna be surprised if his bounty was 800-900 M then now 1 B after MF war.

I think Yonko Commanders in general have a bounty between 500 million and 1.5 billion. In Big Moms crew Katakuri was after her the second strongest with over 1 billion. Queen has 1.32 billion and I would assume that King also ranges somewhere between 1.32 billion and 1.5 billion.
If we assume that Zoro is supposed to beat King, that would be already plenty difficult since he didn't even go all-out after the TS and didn't progress much in my opinion. So having him fight such a high bounty is already questionable and everything beyond the bounty of his own captain looks unrealistic to me.
So even Marco doesn't reach the 1.5 billion in my opinion. I would assume it's somewhere around Queens bounty.

Marco is one of the most underrated commanders, i mean he led the fifth strongest pirate crew for some time and was the ultimate reason why Teach joined the ranks of the emperors. The Whitebeard pirates contributed a lot but Marco was the the linchpin leading them and the one whom the five elders distinguished alongside Kaido, Big Mom and Shanks.
But how threatening Marco really is from the world government's perspective? I don't think a reward more than 900,000,000B - 1,200,000,000B would be issued for his head. His individual strength is certainly up there but he doesn't have any forbidden knowledge, didn't kill civilians for food, didn't blackmail the government and certainly didn't partake in any dark criminal activities like the Beasts pirates and Big Mom pirates do with the underworld brokers. Whitebeard seemed less aggressive and more peaceful as long as one doesn't try to provoke him, so it's just normal for his personality to reflect on his subordinates' bounties.
