We gotta remember that after payback war, Marco has disappeared and he's been deemed as "inactive"
Specially since he's called "ex-WB pirate"
Meaning he's got no crew just like how we deem Mihawk stronger than Luffy but not a yonko as an example since he has no crew and he's under WG (formerly at least) and now he's not under anyone..
It's the same as we look ar Rayleigh who is an inactive pirate, most definitely can still whoop Luffy's ass, but he's not considered 5th yonko

What's to say that BB beat Marco worth 1.5, and he got to 2.2 billion

Nope, he was granted emperor status for two reasons
1) Black beard pirates totally crushed Marco and remnants not just Marco. Crushed is the key word here. Blackbeard was an emperor candidate after war.
2) Blackbeard possessed two powerful DF's and even occupied White beard territories.

whereas Morgans just stated that Luffy escaped emperor territory safely and "his strength allowed to defeat two commanders". Luffy was granted victory because he successfully escaped the on slaught of bigmom pirates. That is why he was termed as the fifth emperor.

Your basis for Marco getting Low-diffed actually is nothing but a "headcanon" with all respect... I understand where you're coming from by saying that it was stated "it was an overhwhelming defeat"... but that is NO INDICATION of how extreme or difficult it was

No, but combat ability is one of the principal determinants of bounty. If a character has a bounty higher than you expected, then ceteris paribus, they have a combat ability higher than you expected. Thus, if you learn that you underestimated a character's bounty you should expect to have underestimated their combat ability.
