No, Luffy can already take an admiral and a gorosei at the same time and when Luffy gets to his EoS fight he will somewhat be well stronger than now. This means gorosei are strong but not so strong, a bit above the admirals and that is it. Yes

We saw Mihawk fight in MF. We have also seen S-Hawk fight. This is his main power.

So far Mihawk has zero ACoC feats. Could he have it? Sure, I can say there’s probably a 99% chance he does have it.

But his most hyped power is his sword skill. Even without haki he’s capable of cutting mountains in half.

Mihawk’s title is specifically clarified to refer to skill. And what’s more it’s literally meaningless against a guy whose strongest power isn’t even swordsmanship. A guy Who we have zero evidence Mihawk has even fought.
