Oda has systematically retconned all forms of haki.
Luffy trains all three forms to decent standard on the island, is dodging lasers with precog, knocking out 50000 fishman with no negative effects his side, and there is no distinction between the basic barrier haki that fodder sandersonia used and colourless CoA used to touch logias.
Suddenly CoO doesn't do that anymore and you need future sight to actually have mantra like dodging- and only on fodders if you are a protagonist.

Suddenly CoC is only used in punch clashes, and only really when the other party initiates it, heaven forbid Luffy CoC clash on some non CoC using loser.

Ehhh I'd say most of Kaido's forces arent gonna be Knocked out with CoC.
The point of Kaido's super enhanced smile army is that even his fodder is of a much higher quality than most crews or organization fodder.
They may still be one shot able but SH's elite standards like Jinbei, Zoro, Luffy, Sanji etc but a simple flex of CoC Haki shouldnt render them unconscious.
Like for example most of the duded aren't much different than Killer ya know? Forced to eat a smile fruit and bent the knee to Kaido in order to save himself and his crew. Not comparing the will powers or plot involved just the circumstances.
Not only that but most if not all of these gifters and headliners whole heatedly believe Kaido is the strongest alive and are now willing to fight for him. They arent just weak willed scrubs that lost and are doing the bidding. Their will has been broken and a new will to make the man who beat them PK has arisen within them.
