I doubt he was scared considering he went face-to-face with both Whitebeard and Kaido.
And we learned that Buggy saw him as Roger's successor and the next king. That makes him only the second pirate to get such treatment other than Whitebeard.
Its all related to Joyboy and whatever Roger told Shanks before they split.

Half of last chapter was about Buggy being pissed he only decided to go after it now by defeating Kid. If he "only" trying to stop Blackbeard, then he doesnt even need RPs then. And also, if that was his sole goal, why wait and let him amass power? He could have just stopped him years ago then

Kaido and BM can protect RP well because of their huge armies... And Zou is kinda difficult to pinpoint, nor people are aware that a RP rests there...
Now that he is aware that there are people who hold multiple RP copies and has no huge forces backing up, he knows that it's easier to target them... And he must obtain those first before people like BB can...

Blackbeard was on the run during Pre TS (evident from Ace trying to face him)
Maybe he did try and wasn't able to reach BB - I mean he even went to wano just because he thought BB will appear so we do have evidence that shanks is trying to get his hands on BB.
And, him saying to Buggy he isn't interested in one piece but now he is directly indicates something made him do it - and one possible reason is BB

And what did Blackbeard do to make Shanks decide to go after One Piece specifically after Wano? He was doing nothing of note until he went after Law. Luffy was the one that became a Yonko during this timeframe.
He made a clear judgement to not see him in 1054 after seeing the newspaper, then decided right after to go after One Piece after specifically stating he's targeting his fleet.
I feel like you guys just ignore actual dialogue to fit an agenda.

Now, the condition fits his agenda and strategy. One Emperor is his old friend with Mihawk (also an old friend who will listen to him although tsundere), the other Emperor is his golden pawn quite possibly willing to ally with him, only BB and Imu remain as the two nemesis.
...and yea Cabin Boy Shanks surely was NOT ready for claiming the One Piece when Buggy asked him the question.
