Last chapter (#1137) revealed that non-CDs (e.g.: Loki) can become CDs and even be invited to the Holy Knights (Saturn agreeing with York's request to be a CD could've been a revelation already, but it could be a sham by Saturn). I mean, he was a Shichibukai already (one of the strongest and a conqueror) and he expressed the desire to return to Mary Geoise in the past, so it would be 2 birds with one stone (Doffy also wouldn't reveal the secrets of the WG that he knows, so they would get rid of that problem too). Plus, he would be certainly aligned with the WG.

It’s incorrect to assume Oda didn’t plan them. The Shanks doppelganger mystery has been a plan since before the Reverie was thought out at least.
But beyond that, we should assume the GK, at least Shamrock and Gatling, were part of the plan ever since Oda showed Shanks in that box as a baby.

OP, it could still happen because the WG is likely only acting because the war that will start after Vegapunks broadcast and the OP finally being found. The giants will be very good allies and Elbaf is considered the strongest country in the world. I believe Egghead was 2 days ago in universe.

Observation Haki lets you gauge how strong someone is usually
Doffy's like YC2 level tops, I don't think they'd let someone like that in there.

you probably need to be at least a 2 billion tier pirate to be worthy. I’m guessing Shanks was offered a spot but declined. Teach might try to trade in Garp and offer help against the revos for a spot. Luffy might be offered a spot but similarly decline like Shanks.

(1) Doflamingo was not considered a Celestial Dragon anymore. That was the whole point of the Dressrosa. Once his father left, he was just "another human".

And one they actively tried to kill for years but couldn't, for the "too weak" dumbass trolls.

(2) I don't think he gave a shit about a HK position, when he wanted Imu's position.

Crocodile's current bounty is 2 bill. Doffy's frozen bounty was 4x higher than Croc's frozen. You're a fucking idiot if you don't think he's blowing past 2 bill.

Oda said Croc's unfrozen would be 2x higher back in Pre-TS.

So Doffy's frozen bounty 10 years would be still 2x higher than Croc's updated bounty. That was the gap between them. It wasn't even close.

If you think Crocodile's bounty would be 2x higher than Doffy, you need an IQ test. Doffy has been portrayed as Croc's superior every chance Oda has gotten to compare them.
