General & Others Why was Doflamingo not an Emperor?

I think compared to Beast pirates they werent actually that bad.
I guess it truly came down to lacking individual strength of 1 man.
They cleared other check boxes, imo.
Vergo beats Jack, Pica beats Queen.
Trebol and Diamante can compete with Flying 6 for sure.
The weight of Machvise and AOE from Gladius would have cleared the rest.
The only issue they have is King because nothing can scratch him.
Pica could keep him busy I guess...

Doflamingo is too weak to be emperor and his crew sucks.

Either King or Kaido could solo Doflamingos family

Doflamingo was middle agent he preferred being background than at front. His eyes were on imu's throne and probably didnt bother to build an empire to compete kaido and big mom.

Why doffy want to be a mere emperor? Doffy want to go way beyond that and become the king of the world. He maybe not as strong as cracker or jack but he can achieved it with his intelligence and his long term plan. He is the center of supply chain of the world. Doffy literally fund both side the wg and kaido with

weapon and smiles. He pitting kaido and WG with each other into war. Yes kaido want a world war. Doffy help kaido with smiles to achieve this then take advantage of the conflict between the two by sneaking to marijoa. Using op op no mi to use immortal surgery to claim the treasure of marijoa and become the king of the world.
