Doflamingo is too weak to be an Emperor (He's a best a Commander if you need a fourth one)
His crew is too weak to support an Emperor (A Flying Six or 2 and then a bunch of Headliners at best)
No Allies (dude was too stupid to even accept an overly loyal dude like Bellamy so who else has a chance?)
Meh Territory (he had Dressrosa but that was only because he was a Warlord else he would have to run)

I think he and his crew had the potential but got lazy after taking over Dressrosa and squandered it all believing they're hot shit not realizing that they could be ended at the whim of a bunch of people. Doflamingo had an overinflated sense of importance thinking he was holding the New World together yet his defeat made no difference to the actually important groups. Kaidou didn't even kill Luffy over the Smile instead tried to recruit him and didn't even bother going after Law opting instead to go home and get drunk again.

It is true. All Doffy was doing was selling Caesar's SMILE. Kaido would only need to capture Caesar to reactivate SMILE production. Maybe even Queen could replicate the formula.

In short, Doffy's fall has only benefited the rest of the brokers in the underworld.
 
Warships wouldnt be able to do shit to Pica LOL, do people forget Pica's real body is not the golem but its just inside of it?

Not only that but he can move around too LMAO, cannons cant destroy his golem that fast.

They can spam canons lol. The only way for Pica to prevent that is that his regeneration is faster than the damage taken.

Not when theres the option of going underground/walls , soo unless the ships can break the golem in half and destroy everything before it falls to the ground, thay cant do shit to Pica. And normal cannons cant do that. A fleet of Sunny Go's would be a different story tho.
 
I think that a more interesting questione would be « why didn’t Oda make Doffy an emperor? ».
That's not really who his character is. The Emperors do their business mostly out in the open. Best example was when Big Mom and Kaido were having a conversation on the phone knowing full well the Government had tapped their phone. Marines were surprised they didn't care.

Doflamingo was a mysterious character who operated in the shadows away from the spotlight. He was essentially the head mobster like Al Capone, while the emperors would be the equivalent of a president like Eisenhower.

It was a great metaphor from Oda that you couldn't see his strings most of the time, yet he was controlling/manipulating people. We didn't even know what his power was until Giolla told us when he trapped Sanji.



Even the Dressrosa people didn't see his strings that were manipulating Riku.
 
You need to understand Doflamingo's rise to power first.

Doflamingo before becoming a Warlord was a guy who was getting chased around by Tsuru, with a bounty around 350 mil or os. Then the World Government gave in and instead offered him the position of Warlord.


The initial reaction people have to this is "omg Doffy so great he blackmailed the Gorosei and become a Warlord"... that simply isn't the reality of the situation. Since they were already sending marines after him for years to kill. Doffy mentions that when they figured they couldn't kill him they made him a warlord. Then we are shown why they couldn't kill him, because he always ran away everytime Tsuru came close. The Gorosei being smart as they are made him a Warlord rather than wasting resources on chasing him.

BUT there's more to him simply just being made into a Warlord. As a Warlord Doflamingo was huge tool the Gorosei had when it came to controlling the world:

- He provided World Government countries arms to fight against the Revolutionaries (as showcased by RA winning around the world once he fell).
- He provided the World Government itself resources from various lands, making it easier to deal with the likes of the pirates. (As showcased in the case of Wano-CP0)
- Slave trade network for the CDs

Thus he was provided with privileges. And these privileges allowed him to expand and expand becoming the King of the Underworld trading. His whole trading empire relied one crucial thing, the World Government. Marines won't touch him, the Gorosei and such will provide him with stuff he wants, so on and so forth.

1st. How can the guy who is what he is because of the backing of the World Government...ever become an emperor?? The Emperors made their empires through sheer might, collecting thousands of strong warriors under them. You could probably find a dozen people stronger than Pica in an emperor's crew.

2nd. If he becomes an Emperor, he wouldn't be affiliated with the World Government.. thus goes his empire as the World Government will put him down (which they could've done at anytime they wanted after he became a warlord).

3rd. He doesn't have territory. Emperors are emperors due to Armies + territories, that's it. You need an empire to be an emperor. Doflamingo had 1 island, not an Empire.

Very true... Dressrosa was Doflamingo's island but only because he was a warlord, unlike the Emperors who claimed their territory with no one being able to do anything about it.
 
Wasn't strong enough, didn't have any territory outside of dressrosa, no strong crew, and the only thing that might have been yonko level was his underworld Influence.

I think compared to Beast pirates they werent actually that bad.
I guess it truly came down to lacking individual strength of 1 man.
They cleared other check boxes, imo.
Vergo beats Jack, Pica beats Queen. :sus:
Trebol and Diamante can compete with Flying 6 for sure.
The weight of Machvise and AOE from Gladius would have cleared the rest.
The only issue they have is King because nothing can scratch him.
Pica could keep him busy I guess...
