Doflamingo's MF hype put him close to admiral level, but then Oda chose that potential had just to be apparent and so we found out it was inconsistent.

Regardless he was working for someone "standing well above Sengoku" by Doffy's definition.
 
Doflamingo is too weak to be an Emperor (He's a best a Commander if you need a fourth one)
His crew is too weak to support an Emperor (A Flying Six or 2 and then a bunch of Headliners at best)
No Allies (dude was too stupid to even accept an overly loyal dude like Bellamy so who else has a chance?)
Meh Territory (he had Dressrosa but that was only because he was a Warlord else he would have to run)

I think he and his crew had the potential but got lazy after taking over Dressrosa and squandered it all believing they're hot shit not realizing that they could be ended at the whim of a bunch of people. Doflamingo had an overinflated sense of importance thinking he was holding the New World together yet his defeat made no difference to the actually important groups. Kaidou didn't even kill Luffy over the Smile instead tried to recruit him and didn't even bother going after Law opting instead to go home and get drunk again.

The Don Quixote family if I recall right was only 2,000 strong. Big Mom casually sent out 10,000 soldiers just to fight Germa. It took Shanks, what, 10-15 years to become a Yonko after Mihawk fights? Oda mentioned that One Piece has > 1 million islands. I don't think we quite grasp just how much territory these guys have amassed, and how much manpower.

So there are a lot of reasons, but primarily I think because like Crocodile he had "other" plans.
But the argument with fodder army size is irrelevant because of Shanks.

By the default Doflamingo would fit the role of the Emperor.

Strength is not the most important case here.

First, Doffy was an Underworld broker and, therefore, his role was not public. An Emperor has power and influence but does not hide it.

Second, apart from Dressrosa, Doffy does not own any territory under his name.

Lastly, power does matter, otherwise you can't be considered a threat.

1. Everyone know about Joker pleb, they simply didn't know Joker was doflamingo -> by day a warlord working witn the WG, by night being more important figture than the Lonko! Damn the young master is a badass!
2. We saw clearly that there are entire nations who relies on Joker weapon supplies (his sphere of influnce) and let's not forget the SMILE market... the young master had wide reach.
3. Doflamingo is an admiral level (or at least he was before Law permantly injured him in the stomach) don't underestimate him!

Doflamingo had massive power, but it wasn't military power. It was more influence/connections.



If it wasn't for Law eating the OP OP no Mi, he would have been "King of the World", which > King of the Pirates. He got the OP OP no Mi through the black market/connections, beating even the World Government and Yonko to it.

So Doflamingo never bothered with military expansion/lands, because his influence/connections potential was much higher than the Yonko. This is the same as Crocodile who was trying to build Pluton.



Even if Doflamingo gained "Emperor" status (something like WCI Luffy or BB 1-2 years ago), he could never beat the Yonko at their own game, which is war/fighting. It would have been a losing strategy. Like Croc, his best bet was to try "other" methods.

In fact one unifying theme that a lot of Shichibukai followed is they had secret "schemes" to become Pirate Kings, be it Doffy, Moriah or Crocodile.

2. He doesn't have any Territories, the only territory he had was Dressrosa that he ruled over as a King.

3. He lacks Military Force and even Allies that a Yonko has, Shanks is the only exception to this as he probably goes with quality over quantity.

4. His only influence was in the underworld

Even though Doflamingo himself might have been strong, his crew sucks ass compared to the other Yonko commanders. I doubt anyone from Doffy's crew can even beat Katakuri. And yes while Doffy certainly has influence and manpower more than your average pirate or even shichibukai, its still far from what Yonkos have. The Beast Pirates are 40,000 (pirates + samurai) strong + 5000 zoans. Big Mom casually sent out 10,000 soldiers just to deal with Luffy. Whitebeard's main crew already consisted of 5000+ members, and he still had 50 allied crews.

Just based on numbers alone, the yonkos have manpower that far surpass Doffy. But even if we were to compare his crew to yonkos who may have less members like Shanks and Blackbeard for example, Doffy's crew lacks the quality in individual strength. Before Big Mom's crew was revealed, the Donqioxte Pirates probably had the most devil fruit eaters in their crew to date before the yonkos were introduced. But now Doffy's crew just feels like a much shitter version of Big Mom's crew, in that she has way more, and also stronger Paramecia Devil fruit users in her crew.

On the other hand if were talking about strength and quality, Doffy also loses out. Diamante, Trebol, Pica and Vergo are weak sauce compared to the Yonko commanders. I'd doubt they'd even be strong enough to beat Blackbeard's 10 Titanic commanders, much less the other yonko commanders who are more seasoned and experienced.

Individual strength wise, Doffy is only yonko commander level at best. And he isn't even first mate level, I can't even see him beating katakuri, and he's only the first mate from of mom's crew, supposedly the weakest yonko. I don't see Doffy beating the likes of Marco, Ben and King, maybe the only person i can see him standing toe to toe with and mayybe beating is Shiyru from the Blackbeard Pirates, since before the timeskip it was implied that Shiyru was around Magellan's level.

he ain't beating even the '5th Emperor', not after what Luffy can do to Kaido in the latest chapters.

Influence wise, Doffy is also lacking: the only other island aside from dressrosa that Doffy had influence over was Punk hazard, while Yonkos controlled way more islands. being a renowned Underground dealer doesn't mean much either, since both Big Mom and kaido also dabbled in them a little, and if they wanted to, they could've just took away whatever Doffy had by force without much trouble regardless. Doffy not having the manpower to even protect his assets and businesses, not even from the likes of Luffy and Law, just proves how much weaker his influence is compared to the Yonkos.
 
Mingo was no where close to being a yonko.
1. He only has 1 island and no other territory. He has alot of influence and was the most protected man ( a yonko backing him, the WG backing him, and his underground rule) but he didn't have any territory at all outside of dressrosa.

2. He is yc3 level and even if you are 1 that keeps making him stronger as luffy gets stronger and call him yc1. Even then that is still no where near being yonko level. A weaker g4 luffy rag dolled mingo and he had to stall it out but kaido a yonko just stands there and let's a stronger version of g4 pummel him then 1 shots luffy.

3. His crew is trash to every other yonko crew. He had himself on yc level with 2 vet level guys and a bunch of fodder. With his whole crew he couldn't even see a yonko.
 
What did Donquixote family lack to obtain a status of an Emperor?

When Garp talks about the Yonko he describes the way how they rule the 2nd half of the Grand Line, like Emperors.
From what we have seen, what makes an Emperor are first and foremost, a large crew.
Secondly, territories that they rule over or use their name to protect them.
Thirdly, the influence in the seas where they operate.

Let's start with influence. It's certainly an area where Donquixote didnt fall short. Doffy was one of the most influential characters in New World and his operations reached out to Paradise as well. He was seen in Jaya where his underling Bellamy operated and his operations were noted in Sabaody. Ultimately, as Joker, he was the man who ran the Underworld in New World, many countries were depending on his operation. The whole SMILE operation was possible because of him. His influence even reached to the top of the World Government, he blackmailed them into fooling the entire world just for his scheme of fooling Law and SHs.

When it comes to territories, he certainly doesnt lack in that section either, with the whole Dressrosa under his command he fulfills that requirement.
Human auction in Sabaody was also his territory, ran by his influence and connections until he abandoned it. Considering that other Emperors dont have more territories necessarily than their headquarters, this certainly isnt a reason why Doffy isnt an Emperor, especially considering that Luffy was proclaimed as Emperor without a single territory that could be called his HQ. With Vergo and Monet monitoring and protecting Caesar, Punk Hazzard could also be considered his territory.

When it comes to having a large crew, Doffy should check this one as well. His troops counted over 2.000 men, that may be short compared to the number the Emperors command but compared to Shanks or Blackbeard, depending on how many they command, may not be short after all. When it comes to notable members, Doflamingo family probably counts more than RedHair and Blackbeard Pirates who have around 10 notable members. Doflamingo had 4 commanders under him, called Seats. All Seats commanded 3-4 notable members under them, aside from Vergo who was on an undercover operation. There is also Monet whose hierarchy is uncertain.

The most terrifying powers in his organization, especially in Dressrosa setting, were the abilities of 3 characters - Doflamingo's Birdcage which prevents the enemies from escaping as well as cutting off all communications and prevents help from coming in. In such limited space which constantly shrinks, we have the country-wide terraforming ability of the Seat, Pica. While ridiculed by downplayers, we now see that his powers are of more use than all Calamities and Sweet Commanders put together. On top of those two abilities, we have the ultimate trump card, Sugar, with the frightening ability which neutralized many threats in Doflamingo's way.

So, considering that Doflamingo checks off all the requirements that make an Emperor, why wasnt he one of them?
The first objection could be that he himself wasnt individually strong enough. Luffy became an Emperor when he demonstrated proof of strength and his commanding troops became known. Doffy is a strong individual, not on the level of other Emperors but still, he wouldnt be a Warlord if he wasnt incredibly strong himself(Buggy-senchou aside). The number of troops required to defeat the Doflamingo family was comparable to a number of troops currently fighting an Alliance between two Emperors, granted that aside from Big Mom herself and Perorin, nobody else from BMP are there as of now.

What is your opinion regarding why Doffy fell short of Emperor status?
