Oden literally is part of a country that considers Ryuma a God and despite knowing Oden Oden doesn't even have 1/1000th the respect Ryuma has.

Odens own daughter respects Ryuma more than Oden.

Joyboy is praised for different reasons than strength. He is the face of liberation, able to have the masses follow him. It's not a power related feat.

On the other hand, it is enough that the people of Wano worship Ryuma as a deity and god, especially given that they witnessed Oden's power and yet hold Ryuma in higher regard. Even the Scabbard's and Oden's kid see Ryuma as the pinnacle, having no problem to trade Oden's blade for Shusui, which they consider a national treasure whose loss was considered a disaster.
