Luffy too never needed Fs to dodge Kata's offense, he needed Fs to land hits on Katakuri and even then he needed Snakeman's additional unpredictability/speed boost since Kata's mastery over Fs was better. Dodging Kata's attacks & landing attacks on Kata are two different things.
It's not just about Sanji, Luffy was dodging Kata's offense even before he unlocked Fs, even before he even wanted to unlock Fs.

With Mogura, Katakuri uses Fs and aims at the spot where Luffy is going to dodge towards. It's a feint of sorts, Luffy even spells that out here and says it's twice as hard to dodge against Katakuri and after that he responds saying that he's never had someone avoid so many of his attacks and that makes him stressed.

Zoro had to actively tame enma with CoC dumbass. Hence the help draw out…. Or do u have some logic to suggest Zoro would’ve done that otherwise. Despite not knowing he even had the ability
When zoro uses acoc HE releases all his haki into ALL 3 swords not just enma
Then was turning acoc on and off at will

Funny thing is Law might be able to surpass Zoro's roof top feats by End of Story.
His showings against Blackbeard were so fucking pathetic it pretty much validates everything I said about him in Wano.
Don't using situational garbage as puncture ville feat that skips surface durability, literally skin is only thing durable about Big Mom.
Ashura would just kill Big Mom as her skin isn't even half as durable as Kaido's.
But Blackbeard? With his pre time skip level durability?
Dressrosa 1080 pound canon is objectively a superior attack to shock ville
And Dressrosa Zoro can definitely block Law's Kroom as he already has barrier Haki.
I was being nice and putting him on roof top Zoro level, feats and portrayal wise he's nothing above Dressrosa Zoro.
His showings against Blackbeard were so fucking pathetic it pretty much validates everything I said about him in Wano.
