That would be pretty underwhelming as if Dragon's character is not memed already. If one simple invasion on Mariejois can grant you the title of the Most Wanted Man in the world ( which I assume has to be over Roger's bounty ) then I don't know.

Mate, I know the characters, but I'm saying it's not the same Emperor Kanji used for Yonkos "皇", so there is no equivalence to the Yonkos.

King had a lot of "Emperor" named moves too. He literally had a "炎皇" but with the Yonko Kanji. Didn't mean much.

It's realistic that the WG would prioritize capturing Sabo over Dragon right now since Sabo would be (relatively) easier to capture, and is currently inspiring a huge amount of anti government fervor. But Dragon probably still has a higher bounty.

Think only Luffy, Teach, WB, Roger and Dragon will get 5B bounties.

Dragon is also a D and have been leading the revos for 20y.

Pehaps if Sabo have a great participation in the final war and take over as the Commander of the Revos after Dragon die he could have a +5B bounty, but after the Final War there wont be bounties anymore for the Revos as they will be part of the governament.
