The one piece is a treasure you can actually obtain so you either find it or you dont. Like technically anyone could lie and say they found it but no because again doesn't work that way

Whitebeard being wsm or kaido wsc all the while imu was unknowingly around doesn't change much. They're title are based on perception and in whitebeards case wasn't always true especially during the end of his life. Marineford whitebeard was still accepted as wsm regardless
