It's his denden mushi that was used to summon the buster call, though, as its normally only admirals who have the authority to summon them, but no admiral is summoned along with it.

Only an Admiral (or superior) can call or give someone else the authority to call a Buster Call.

Both Ohara & Enies Lobby, they were facing literal nobodies. Do you think the Admiral will not be present if theyre calling a Buster Call on say Kaidou?

It will be somewhat retconed, even if these are ships firing their cannons so it is a bit difficult to imagine how they can become a threat even for the weakest SHs. Maybe there will be danger for Vegapunk or the mother flame which needs to be protected otherwise it explodes and that would be the real threat. Something like this. Also Oda could even try the infamous countdown (10 minutes to the start of the buster call etc. etc.) but I doubt that.

I would ask you again where are the admirals in the first 2 buster calls. an admiral would never fight a yonko under a normal circumstances that is why admirals are not part of a buster call. so there can never be a buster call against kaido unless the wg decides to attack a yonko in that case it might not be a buster call
