Not all DF hax are the same. If they were Kaido or Kizaru wouldn’t have been affected by Luffys. Nor would Big Mom have been affected by Kids.

Blackbeard said no man could resist her power. That’s pretty clear. And yeah random DF powers based on what oda wants to happen at the time will be counterable. But powers by prominent villains like Saturn, Blackbeard, and likely other gorosei? Nah.

PD: if this technique is simply dodgeable and a trick, then that's worse news for Sanji's CoO.

Sanji is strong-ish, but he didn't reach his level through the mastery of haki (and wasn't on the rooftop to learn about disabling DF haxes with haki, like Law did). Him falling for a technique doesn't mean the technique is unstoppable for anyone else.
