The title and actual poll question ask 2 different things so I ended up voting the opposite of what I wanted to and I seemingly can't change my vote.

We never saw advanced conquers haki, we just saw how they could use that extra energy to fight, used as armament haki.

We know that conquer haki affects other, so maybe advanced conquer haki can stop others who arent conquers themselves.

His Haki trails were Huge , I'm not calling him stronger than Yonkou and admiral until we get more of him but he is definately not weak enough to call Sanji and Franky a threat.

Saturn seems to disagree with you

Notice how he asks fodder to deal with Luffy, so we could say that Luffy is less troublesome than Franky, i guess?

Franky literally captured Luffy with his arm, Sanji dashed to Bonney's rescue but got hit (the only one who Saturn bothered attacking) and instantly stopped with the hax, and Vegapank is a super genius, so yeah they are obviously troublesome
