In the sense that Zoro wants to be the “best swordsman in the world” and Mihawk is the “greatest swordsman in the world”

what exactly does Zoro want to achieve and what exactly does Mihawk’s title mean?

He wants to beat mihawk to become the next strongest/greatest swordsman

It means he has greater sword skill than shanks having greater sword skill meaning he should win a sword duel

Having the best at swordsmanship means you can beat mihawk in a sword fight aka Zoro’s dream

Which abilities and techniques are allowed in a sword duel?
Pretty much attacking with your blade/sword. Things that enhance your swordsmanship like haki are still part of swordsmanship

Asura is swordsmanship because all it does is enhance it
Having a flaming sword and flaming slashes enhances one’s swordsmanship. Shooting a lava fire dragon out of your sword isn’t swordsmanship tho imo

But if swordsmanship is your most powerful ability - which it wasn't in King's case - other abilities don't matter. If Mihawk is superior to whatever Zoro's swordsmanship can produce (Shishi Sonson, Dragon Damnation, Asura, amped by ACoC), then giving Zoro King's lava-like Dragon won't tip the scales either. Mihawk won't lose to a flame dragon if he is strong enough to defeat Zoro's Asura.

Same goes for Xebec. He doesn't have a Devil Fruit or fancy abilities, just a sword and Haki to use both shockwaves and cuts. We also know Shanks had access to Kamusari before being rival to Mihawk, so Mihawk accepted a rival with shockwave based abilities.

I believe @Salah WG pointed it out too; characters are basically as strong as their strongest move. If a sword users strongest move or ability is related to swordsmanship, then it doesn't really matter what else he is capable of.
