Design wise, Teach wins. The missing teeth is his charm.
Feat wise, Teach wins and it is not even close.

DFless Teach: scarring young Shanks that already learned Divine Departure, killing YC Thatch.
Yami Teach: defeating YC also Roger's son Ace, killing Yonko Whitebeard.
2 DF Teach: defeating Kuma's daughter Bonney, stomping remnant of Whitebeard Pirates (which was hyped by the Gorosei), beating former Shichibukai Hancock, old Rayleigh admitted he would lose against current Teach, and beat 3 billion Law.
By beating Law, if Xebec really ate Ope Ope no Mi then it is a symbol that Xebec has passed the torch to his son.
Bonus: His crew also defeated Cracker and kidnapped Pudding. Defeated Hero Garp, same Garp that survived countless battles against Roger Pirates, won God Valley incident and beat Shiki. Outsmarted Gorosei Saturn and copied his face. More shitstorm is coming with whatever Teach and Lafitte are currently scheming.
By outsmarting Saturn and Lafitte's thing though, it kinda means 2:0 for Blackbeard Pirates vs World Government / Imu's team.
People too focused on "but but Xebec got Primebeard, Shiki, Kaido, Linlin, Wangzhi below him" while resume wise they did nothing much under Rocks while Blackbeard Pirates' resume is already much longer.

What happened in Marineford 2 years ago? Might as well saying "Pre TS, no Yonko yet, Yami Teach killed a Yonko". Not your average yonko like Kaido and Meme, but the "World Strongest Man" even Whitebeard, the one with highest bounty in Yonko history.
Killing WSM Whitebeard > killing Admiral.
Personality wise, we don't know much yet about Xebec. Although both have history with underage children of Loki and Bonney.
