First, Kaido didn't send tobiroppo crews, only Who's Who used a crew and it was only to find Yamato faster.
Second, once again, whoever captures Yamato. Meaning 1 Tobiroppo

The stronger scabbards are all 20 years stronger than the timetraveling ones, and they are barley above Tobiroppo.

The weaker ones are way weaker than Tobiroppo. And Chopper with monster point is easily comparable to someone like Robin who beat a tobiroppo. Monster Chopper would destroy Kinemon, Kiku and Raizo
