Page One and Ulti are the closest enemies to Yamato.
Oda has been holding back P1 hybrid from Nami &Usopp.
And Ulti has more beef with Nami &Usopp. Page One is just following Ulti.

Some would answer that the reason is that she has to protect Momo yet she is not Momo's babysitter and there are other folks who could very well do the job. Also no one guarantees he would need protection from PO specifically and not someone else.
