Its what makes it hard for the series to attract new fans. Even most of the franchise's record breaking is only thanks to its already established (and still living) fandom and the shit ton of volumes there are to collect. Most newer fans (not all, but most) don't even read or watch One Piece because of what a daunting task it is and I don't blame them, they just skim through blogs or wiki articles and watch whatever crap CrunchyRoll pumps out of its ass.
The fact that Oda keeps backtracking and repeating panels while seemingly having no idea how to move the Straw Hats forward as characters without continuing to find new ways to introduce and expound mysteries and lore just shows that we might've been better off if he had stuck to his original plan of a 7 year run for the series.
