Who cares if wano recognized him as ryuma? The top tiers of wano recognized Zoro as ryuma too. But ryuma instilled fear on wg which Luffy couldn't that's why borders are still closed. Which means Luffy is not ryuma.

Luffy has been instilling fear on WG ever since enies lobby, gorosei shitting themselves after finding luffy awakened nika fruit should have told you that.

Aside from that, zoro doesnt havve anything going for him in order to scare WG, at least for now.

If his mother turns out to be xebec's daughter than we could touch this topic again, but right now, the most dangerous SHs bar luffy are:

Robin: ohara, poneglyphs, elbaf, vegapunk, etc.

Shells town, Baratie and Sabaody.
Even if you ignore that, you should be able to figure out that Zoro is stronger than Luffy if you pay attention.

Coz the plot requires so. Wano cannot be opened until they have a ryuma level samurai as he's the only one capable of instilling fear on the wg. A mere yonko isn't capable of that and that's the reason why zkk hasn't happened yet coz Zoro is not yet on that level. Only when he's capable of one shotting kaido that zkk will happen.

Just like Sanjis arc(wci), wano is just introduction of zoros arc. Sanjis plot about revenge against his family hasn't happened yet as it will only happen once he becomes the best creation there is, better than any of vegapunks creation. Same for Zoro as the next ryuma who would instill fear on wg.
