They face off at first in chapter 998..
Then they are seen fighting in chapter 1005 while WhosWho is still in Zoan form. However Jinbei's acting the same way he was against some low rank Big Mom children in WCI.
Later in chapter 1014, WhosWHo is in his human form and now he can't afford to be negligent no more, which imply once more that the Zoan form is the weaker one or less effective..
