if he can get one black blade what stops him from making an unlimited amount of black blades or is there something else required to unlock black blades and prevents him from making unlimted blackblade.
I imagine mihawk being able to make unlimited amounts of permanent black blades as far as he touches them

If that was the case there would have been plenty of black blades. But going with what Onimaru told us "Ryuma forged his blade thru his history of fighting". Maybe The Soul of someone important plays a part here Friend or Foe i don't know but with this whole thing of Enma reacting around Kaido and Hiyori could be that Part of Oden's Spirit/Soul/Will wants to do something still and once its gets satisfied The Spirit will finally rest in the Blade thus making it a Black Blade.

Or just give Zoro some Charcoal and gg.

if they have one black blade they won't need another black blade as mihawk is 1 sword style user and he is probably not generous enough to make black blade for other people

It's very simple
Ryuma turned his Sword Black from his Fights
And we can all agree that there is no way Ryuma had Fights that likes of Roger, WB, Shanks, Rayleigh, Oden ... etc didn't experience
So this means there is a Special Enemy that must be fought & defeated for Sword to turn Black

Oda & Onimaru said that Ryuma is known for countless Legends but Oda only mentioned & bothered to highlight the Dragon Slaying One.
So it's evident that the Sword turns Black when it slays a Dragon

ZKK is a MUST for Zoro, you'll see

Cause black blades arent necessarily a power level feat. I doubt it’s “put enough haki in it sword turns black” rather it’s “find the Will of the sword, work along side it and eventually win it over with your own.”

Hence why Enma which is a very expressive sword will be Zoros first to turn black, Zoro will be able to easily understand the Will of the sword.

One black blade in Wano. Then the rest later.

The blacksmith told Zoro, enma has become a black blade yet. I believe that is Oda telling us enma is the only blade to become a black blade in Wano.

I believe even after obtaining the power to create black blades it's not as simple as picking up a sword and turning it into a black blade. There is more to it than that. At least when it comes to dangerous/quality swords/blades.

Shusui didn’t turn Black at the end of monsters

Monsters manga? It didn’t look black at the end of it.

And why wouldn’t the PH dragon make a sword black?
Even if it didn't turn Black, do you think Ryuma attacked Cyrano or The Dragon without using CoA at least?
We all know that before Post-TS, Oda never showed Haki Effects (Blackness & CoC lightning & stuff like that)

So the same thing applies for Monsters, the Story is part of One Piece Lore, but what's drawn doesn't reflect One Piece World
Haki wasn't demonstrated nor was the Sword Used looked like Shusui nor was Wano mentioned ... etc

But it stands that in Manga, it's said that Ryuma have many Legends, but only the Dragon Slaying one is always highlighted.
I already answered the question for Punk Hazard Dragon above, and personally i strongly believe that The Full Moon is another requirement

Some or all of these requirements are needed to forge a Black Sword:

1. CoC
2. Fulfilling The Sword's Purpose (Which is to Kill & in Enma's Case, to take revenge on Kaidou)
3. Slaying a Dragon
4. Full Moon Night

Think of it this way:
"When a Swordsman fully masters a Sword & uses it to Conquer a Dragon under Light of Full Moon, a Black Sword will be forged"

Listen, if you wanna know the entire Story of Sun God Nika, Story of Dragons, Role of Zoro & Black Swords & importance of Full Moon.
Simply re-read Drum Island Arc (Chopper's Arc). The foreshadowing there is insane

Yoru was back before haki was implemented. Same with Shusui.

The theory that convinced me most from a user here (forgot his name) is, that the sword turns black when the user's will is fulfilled (through the sword, which inherits the will). Oden failed to kill Kaido, hence Oden's will remained unfulfilled. Enma having Oden's "Haki" means as much as having Oden's will, and should Zoro really kill Kaido, the sword's will is fulfilled, hence turning black. Maybe thus Wado will become black once the will of becoming the WSS is fulfilled, since Zoro's will to become the WSS is tied to that sword. Obviously, that will or goal of the swordsman has to be of great scope, or else any swordsman whose ultimate goal was to conquer the east blue would turn his blade black. It's not enough to have some goal.

Maybe Shanks would've turned his blade black too, if he focused on the way of the sword and to become the best, rather than sacrificing his arm and retiring. Mihawk turned his black because he specifically had the goal to conquer all the other swordsmen. And as Mihawk stood at the top, his will was fulfilled through his blade.
