I think he's concerned for the crews fodder. Oda keeps pushing that protecting others really nerfs a fighter meaning it's going to be difficult for him and Luffy to protect all the crew fodders regardless if they are far above Lucci/Kaku.

From a logical stand point makes sense too however it's dumb because Zoro and Luffy should have instead just executed the two of them and left their corpses there.

Exactly. Sanji has matchup advantage automatically against just bout anyone in the verse due to his fortes. As an all around fighter he's almost complete. He just needs some ranged attacks.
