This does not prove Zoro is superior over Sanji. Sanji not making it to the roof had nothing to do with his strength or lack of strength by some people standards. Killer was on the roof too and now he is clashing with Hawkins.
You say a rivalry does not necessary has to do with strength. That may be true with some rivalries but not Zoro and Sanji. They always try to outclass each other using their strength and combat abilities.

For like 95% of the manga, Zoro has had a greater bounty than Sanji. And not by a slight difference, but by an enormous difference.

It is a gag rivalry in the sense that they are close friends just like any other Straw Hats but with dumber pride, so of course they won't share a serious animosity nor competition since their goal is ultimately the same. But this truism shouldn't be used to diminish the reality behind their behaviors towards each other and how often they've been put in similar ballparks by Oda, way too often to ignore that strength closeness (whether higher or lower) is a relevant factor here.
