Rayleigh didn't really do a good job.

-Zoro unlocked advanced CoA on his own without training

-Luffy's physical strength is matched by fodders like Ulti and Hajrudin

The fact Kaido will start using hybrid mode means his dragon mode was pushed to his limit and he believes his base mode would not be very effective against the SN. They are also dealing with Big Mom as well.
