Because remember how fast battle in dressrosa end. Almost every battle end in 10-20mins. What I can see is that Sanji already beeing free and Brook/Robin facing Black Maria. So Sanji should be free now and can clash Queen. As I said I hope im wrong but 20-40mins are very a huge timeline and Oda basically offscreen that time for the dome.
