This is complicated but I was put in a chat with the same basement dweller guy that jailed Usopp. I’m not really sure how to think of the situation but he says he is not a player but an event with no alignment. However from what he said he doesn’t seem harmful (Other than what he is saying, I’ve got no solid proofs to back this up).

Anyways, he says that he has Usopp jailed. The jailing works like removing a player from the game so he can’t perform any actions but he also can’t be lynched which explains why the lynch failed. Basement said he did this to ensure Usopp will die by drowning when the flood hits and won’t be able to submit actions in the meantime.

Whether to trust this guy or not is debatable but if what he’s saying is true, Usopp can’t be lynched. So it’s up to us to decide if we wanna trust basement guy and switch target or to confirm this for ourselves by trying to lynch Usopp again.
