Cracker himself said so that he is a glass cannon and that's why he is hiding in his biscuits.
As for Law not being able to cut Doffy's strings, imo, Doffy is actually stronger than Cracker.
I would pick Doffy's strings being more durable than Cracker's biscuits as they can even slice a meteor falling down from the sky.
Also everything changes when Law, Kidd, and Killer can actually hurt Kaido. So like I said, I'm pretty sure Law can handle Cracker's defenses by now.
As for Kidd, its going to be a hard matchup for him, same as pre kata G4 Luffy, so I think its going to be a stamina battle. Unless of course, Kidd can actually smash the biscuits altogether.

Stop talking nonsense. BM sent Cracker after Luffy, she knew that he had defeated Doflamingo. Cracker is stronger than Doflamingo. Doflamingo in Awakening barely knocked Haki Luffy in chapter 790, and Luffy couldn't do anything to a soldier with this Haki in Gear 2 and 3, Luffy was able to bypass Doflamingo's Awakening and hit him in 20 minutes 4 Gear. He couldn't do that with Cracker.
