Sea stone has a much stronger effect than the sea, pure seastone completely shutdowns the use of DF powers and exhausts df users but even submerged DF users can use their powers (extremely poorly but they still can activate them).

It doesn't suppress DF power mate, it just drains the users of all their energy no matter the strength of the user.
