Well Japan has a long history of arranged Marriages known as Omiai. In Japan females can get married at 16 with parental consent, while males have to wait till their 18 to get married. It's not as common now, but years ago, arranged marriages happened a lot. That's pretty much what the Big Mom situation was. It still happens, just not as common as it use to. But we are talking about a Country where High School Hentai involving teenagers and teachers exists. So I'd say an arranged marriage between a 16 year old and 21 one year old drawn into a manga is rather tame in comparison.
