like Oda knows how to make stakes. Its easy. Jimbei and Whos who see each other. The first line of dialogue between them is immediately a misunderstanding then a mystery is set up by a shared past and whos whos identity. Done. Two pages. Stakes immediately set.

same happened with Nami and Ulti with the whole pirate king business.

thats why there’s the theory about Franky being connected to Sasaki via Kokoro. Stakes. Everyone just knows there has to be stakes or else the fights are missing something.

Between Marco and King the stakes are what? That they are both top commanders? Nothing personal between them? Nothing?

Marco doesn't need to be descendant of the people who committed genocide against King's race. The stakes are literally the same for every Alliance member. The very fate of Wano is on the line and Marco is here to support the new gen. Dealing with King is part of that.

Marco and King are literally attacking each other yet you don't want to accept the fight.
