These are people who had voted Usopp up and then shifted their votes:
Flower -> Tris -> Usoop - > Queen
Lind -> Flower - > Usopp -> Flower -> Queen
Fuji -> Rhea -> Flower -> Rhea -> Usopp -> T - Pain - > Flower
Luthon - > Usoopp -> T - Pain -> Flower
There's Flower too inside this pot funnily.
Also I noticed that TAC is following Fuji's votes pattern here and actually did it 3 times, looking pretty embedded. It might be ability related actually.
But I wonder why he didn't do this with the other Fuji votes? He wasn't online perhaps?
