The thing is, all things considered, that what would be the most specific reason possible for her to set sail with Luffy?
It seems like wanting to see the world will continue to be a part of her motivation, but I think it’s clear that wano will make her realize how important the SHs are like Pedro said, so her dream will probably be to help them bring about the dawn of the world.

oda is setting up characters like momo and luffy to be important in bringing about the dawn, which is why we’ve been seeing characters like Pedro / Yamato putting their faith into each of them. Carrot will inherit Pedro’s will and put her faith into luffy, while Yamato will do the same with momo (which is why, while she’s going to be important, it doesn’t seem like she’s going to join imo)

Also Oda has continued to group carrot with the other SHs and has made it obvious that she likes them/has chemistry with them so I don’t think in makes sense for her to stay in Zou / wano

If every character who got along well with the SHP joined the crew, Luffy would have the largest fleet in the world.

And I haven't seen Carrot get along very well with Zoro, Robin, Usopp or Franky.

Carrot is not important enough to be a protagonist. If you remove her from the plot, it wouldn't change anything. Carrot's appearances in Wano are very few. On the other hand, Yamato appears in almost every chapter in at least one page.

The only options are that Yamato joins or that no one else does. The rest is just wishful thinking.

Carrot was introduced in like the third chapter of the four emperors saga while Yamato was introduced more than halfway into the last arc of the saga... which could be why carrot’s development has been spread out while Yamato’s had to be a 20 chapter speed run.

And anyways thats your opinion but you still haven’t addressed what I said in terms of her character arc and what has been explicitly said in the manga. Whether you like her as a protagonist or not, joining the SHs is the only logical outcome of her story atm

There are many possible endings for Carrot. Joining the Grand Fleet, becoming an official ally, etc. No SH joined exclusively to help Luffy but to follow their own dreams. Carrot has no dreams that we know of. Pedro's will is not a dream.

She’s already gone from thinking pirate life is a game to learning that that isn’t the case and that it’s life or death... and her character arc still isn’t over

that’s certainly a possibility I guess but it isn’t supported by what’s been presented in the manga so far. She’s shown no interest in starting her own crew or whatever, she has continues to be grouped with the SHs even after WCI, and we have had no indication of her wanting to give up on exploring the world.

So why hasn't Oda removed her from the plot by now? Why not have her defeat Perospero already and be done with it? Why keep Pedro dead and on her mind? Why have her a part of the Straw Hat's reunion with Jinbe? If she's not important enough, why does he keep her around and unfinished with her business of revenge that he himself had no apparent reason to start?

Because Oda loves subplots without much significance. You only need to reread DR. Kyros and Rebecca were not essential characters for the plot and neither was their revenge against Diamante. If you removed them from the arc it wouldn't change anything. We already had Law, King Riku and Viola in the plot.
 
My honest prediction is that Carrot, Yamato, and Tama will all join in the end of Wano and that will be the final crew. I think the 4 per sea theory makes sense, but I also think there's not much room for more crewmates after Wano.

We don't know if Yamato's dream is simply to go out to sea. First we have to wait for Yamato to confront Kaido to see her flashback. She could be like Franky, who had an unknown real dream at the beginning.
