Excellent thread @Aknolagon It really explains why, not 1 in a million but 1 in BILLIONS can forge a black blade.
It has something to do with CoA for sure but also CoC.
I can picture something like, the swordsman pours CoA into the blade and then coats it permanently with CoC; you would need perfect mastery of both though.

oda has CLEARLY portrayed the title of world strongest man when whitebeard was shown.
also gave a very similar title to kaido.
if mihawk was simply the world strongest man he would have said so.
and even diologue from mihawk himself implies that there is a gap from where he is and prime whitebeard.
mihawk's coc would not be close to strongest in the verse (if he even has coc)

I fo t think its coc it has to be something more because roger had it white and even shanks and yet there blades aren't black just doesnt make sense, zoro is a true swordsman and want to be the greatest, I'm pretty sure it will have to do with truly becoming one with your blade, like next level shit because we've seen how zoro shiryu talks to there sword and stuff so I'll lean towards dat more,

The databooks are factually revisioned by Oda himself. Not really up for debate. Mistranslations can occur but this is not the case since this is just about the titles.
Mihawk is being consistently portrayed as WSS so there's no factual reason to believe he basically lost the title right now, on the other hand despite Whitebeard was standing as WSM his sickness had taken over. You see when a character is sick or on the verge of death they don't necessarily lose their title at all, because those are particular cases. It can very well be that they don't and they most likely don't. WSC on the other hand doesn't even feature to begin with.
