Black blades aren't haki related because Roger didn't have a black blade and Mihawk isn't allowed to do anything better than Roger because I said so!!!
for same reason he can't have better or even close bounty than either of them ...
would honestly prefer if its armament
zoro would have something you can say

doesnt mean he wont learn to coat his attacks with coc cause he already did that subconsciously

It is no coincidence that the Pirate Hunter learned how to infuse his attacks with Haoshoku before he learns how to forge a black blade. Haoshoku is a necessary component of forging black blades!
As for why Busoshoku is not given a prominent role, blame Oda Sensei for deciding to make Busoshoku obsolete. HR Dono does not know why Oda Sensei decided to have Haoshoku supersede Busoshoku. HR Dono thinks it would have been better if Oda gave Haoshoku a different application instead of being a superior version of Busoshoku. HR Dono thinks Oda Sensei is sorely lacking creativity in the implementation of his Haki system.

It's CoA, Zoro happens to specialize in CoA, Mihawk trained him to coat his swords black so they don't break, so black blades are forged by CoA, they are perma black blades.
I wish Mihawk to be better than Roger but he gave up from Vista

I think Zoro couldn't use Shusui's powers because it is a Black Blade, you need to coat a Black Blade with CoC to be able to use its powers.. So Shusui was locked rare artefact for Zoro.. I think Shusui has a power of its own like Enma and Nidai but Zoro can't use Advanced CoC yet therefore he got Enma in exchange.. I think Wado Ichimonji has a power too that might activate only when with Enma or something..
