We dont know the means of Kaidos escape. It appears as though after his defeat after Rox death he flew away before capture and we don’t know what his circumstance of escaping vegapunk was. (He wasn’t in impel down is all we know) And the people of Wano will go along with it if Momo says there will be no execution. Momo has been hurt due to this execution policy. This execution policy was what created orochi and kanjuro. I think Momo ending this circle of violence is going to be his first decree to show his maturity.

I am sorry but I just don't see it. Current Kaido looks like a legit freak of nature where no chains in Udon can bound him. He could KO every prisoner + Warden with just his CoC. Momo gets PTSD just thinking of Kaido. That ain't something will power can fix over night. Everyone wants Orochi and Kaido gone including his own daughter. Keeping Kaido in Udon 10km away from Momo doesn't fix that.

Momo is 8 years old, Kaido killed his family, set his house on fire and almost killed him. He had every right to have PTSD from Kaido.
They have high power seastone that could bind BM, they can bind Kaido, and put an explosive collar round his neck and arms if they wanted to.
