The BIG argument his mother had with Judge, was not because of the empower modifications, but because Judge wanted to strip them from their emotions. Also the reason Sora took the drug. Sanji keeping his emotions is already the L for Judge and W for Sora.

Yes. Big Mom was always going to be the secondary villain to Kaido. Just look at the way both of them were introduced, Kaido was always portrayed as the biggest threat
