He only got that strong because he trained with enma which is a training tool. It trained him to have a better control on his haki meaning he can now output as much haki as he wants without being limited. This resulted in his attacks becoming stronger and having a wider range since he can now use more of his haki than he could before. Enma isn't a instant power up.
It's a powerup no matter how many features it has, just not an instant one like the raid suit and one where Zoro has to work hard to be able to utilize it.
You can absolutely catalogue it that wise, but it can prove a misleading term used by some, because a consistent portion of users most likely usually label a power up as to directly increase Zoro's AP and in real time, while it's not the case it would appear at least. So it would be required to reason non-linearly to properly discern the matter accurately. Not that many do this.

So yes technically it's a training tool where training stands for powering up. That's at least already implicated.
I expect the weak strawhats will be at the same level as of the Kaido and BM commanders
Kaido and BM are monsters but their commanders are obviously weak compared to Shanks and BB's commanders when the strawhats meet them.
