I don't understand how the guy can read Base luffy's fight with basic COA and basic CoO, physical strength in BASE inferior to his current version that he physically trained in UDON, and say that doflamingo is a top tier, when a luffy that was already colliding with Doflamingo on an equal footing and winning confrontations in strength and drawing a lot of blood in his punches in Doflamingo, even if Doflamingo is getting dressed, of higher level? As Luffy Dr with COA, basic CoO = current Luffy after defeating 2 Yonkou commanders (Kata, Cracker), training in Udon, physically evolving and getting COA and FS and receiving this treatment from KAIDO:

Yes Queen is stronger than Jack but bounties don’t say who’s stronger. Yes of course a weak person wouldn’t get a high bounty but there are other things which influence your bounty like lineage and violence. Queen has a higher bounty than Katakuri but it doesn’t mean that Katakuri is weaker.

At this point you can't read, and don't understand what the Shichibukai are. Doffy was 2nd strongest Shichibukai after Mihawk.

But doffy aint a weakling either, Oda confirmed in a SBS that Doffy was supposed to be on wano innitialy instead of big meme and he would be kaido's strongest subordinate/ally, his crew dinamic also being based on cards and he being called "joker" pretty much confirms it.
