Maybe. It's the vibe I got. Like if he were scum he'd throw out some reads and mix it up a bit. Prepare a target for the future and try to control the lynch or steer it that way. Here he only told me he scum reads Usopp. His votes are all sheeping, he's just going along with the majority, not starting anything but just following it.
