Only one reason: Bounty inflation ever since the TS. 500 mil then was a really big deal. Currently Enel would get at least a bil if he has even mediocre CoA. His CoO and devil fruit are already god-tier. His potential is on another tier itself. Can't wait for him to return as a YC1+ character.

Didn't Oda say 500 mil or over 500 mil for Enel?

500 mil is still a huge deal. Most of the characters we're facing in this arc have bounties in the 300 mil range.
