He only uses his devil fruit powers, he is not a swordmen. He is more similiar to Luffy than Zoro.
Until now the two have for the most of the time being portrayed as equals, although many denies this. In every shonen there's a coprotagonist who rivals the mc in strenght, sometimes he is stronger sometimes the mc surpass him.
I believe that Zoro is that coprotagonist/rival in One Piece.
However, in most of the shonen, the mc dreams of achieving something that would make him the strongest, but in One Piece the one that dreams this is Zoro.
I don't know if Zoro will ever surpass Luffy, but I am sure his dreams demands it.

Becoming PK doesnt mean strongest in the world, Becoming world strongest swordsman mean he above the every person who wield a sword including above roger if he live now

Zoro is a very bad match-up for Luffy, his offense and defense are way too good to be downgraded to Luffy's.
Zoro can end Luffy with one clean hit while Luffy needs countless hits to end Zoro, complete mismatch, that's why he is on his side.
Zoro is supposed to be Luffy's protector, to shield him from things Luffy cannot do, I thought it was clear after the rooftop...
