Break Week Who's the best written One Piece character? (You can't pick Zoro)

So Oda has something like, 1,000 named characters that show up for chapters on end. Plenty of them are pretty colorful too. But I got to thinking, which is Oda's best? You have Fujitora, Whitebeard, Doflamingo, Sanji, etc who are all great and well written characters.

This is not a thread about your favorite character, but the character who you think Oda's made incredibly well for their role in the story. Usopp's a better character than Crocodile but he ain't high on my top preferred characters list.

IMO, I think Fujitora or Doflamingo are Oda's best. It's tough to top them.

Doflamingo was the best thing Oda has ever written:the guy had style,charisma,power,ambition,made himself pretty much untouchable by being a Shichibukai/Celestial dragon/King/Underworld boss/Kaido's partner!Two Yonko are about to fall because he fucked up basically!
Doflamingo had the same ambition as Xebec and was pulling the strings of the pirate world in the shadows!

The Strawhats characterization has been lacking since we hit Post Timeskip; Oda goofed in that regard.
