i personally think that Oda kinda messed up planning Mihawk since the story was extended more than what Oda himself ever planned since the begining. there are a lot of plothole when it comes to Mihawk or WSS title itself that Oda need to clarify.
The fact that Shanks/Oden are mentioned tells us that Mihawk is on that tier too, because as the WSS he is automatically stronger than them. (Let's not include Roger the swordsman for now, let the candies rest a little bit, baby steps)
Don't forget Garp/Sengoku/Big Mom are not there either, and surely they can match Kaido.

Yonko are staying in their home basically sorrounded by many many many executives and armies to back them up
The only carefree enough yonko to accept a challenge head on without involving his whole crew was Shanks and before him WB
and both seem to aknowledge Mihawk where WB called his duels with Shanks legendary
And Shanks do respect him
There is nothing to blame on Mihawk for not seeking to go fighting Kaido or Big Mom when They are sorrounded by tons of people whom will interfere and ruin the duel just as dirty as the old woman did with Oden and made Kaido win cheaply
There is no connection between Kaido and Mihawk. Mihawk being a lone wolf interested in a 1 on 1 against strong swordsmen, while Kaido is in territorial clashes with the other Yonko in the new world and also having witnessed Xebec's and Oden's power first Hand on his body.
