His DF is a logia-style DF. Oda called it a Logia twice (and changed it once to "Special Paramecia" because it's not a natural element).

Logias > All DFs.

Big Mom's first crewmate was Streusen and it was stated that those two created the big mom pirates. I'm willing to bet he was probably really strong back in his prime.
