He didn't use any of his powerups against Ulti though, and was rushing and not taking her seriously, and it was a plot device to introduce Yamato, but sure ignore serious Luffy matching (and in some cases surpassing) hybrid Kaido in terms of brute physical strength.
We'll agree that Apoo is physically faster and as physically strong as Zoro too then in that case, and that Beetle Gifter = Zoro in terms of base stats. If you are going to be goofy as fuck about it.

He trying to downplay Luffy cause Zoro fought a YC1. Dude just won’t admit no YC1 will push a serious Luffy to g4 now
If an exhausted Zoro with acoc low-mid diffed King, then a base Luffy would do the same.
